No. Cruise passengers should not plan to climb Bai Tho Mountain while the official route remains closed. A Quang Ninh provincial information roundup published on 4 September 2026 stated that the mountain had still not officially reopened. At our latest check on 14 September 2026, Halong Shore Excursion found no later official reopening notice.
Older summit photographs, map pins, recent social posts and offers to open a gate do not establish legal access. Do not cross a barrier, use an informal path or pay someone who claims to provide private entry. Choose an operating viewpoint or visit the cultural area at the foot of the mountain instead.

What is the current Bai Tho Mountain status?
The official climbing route remains closed. The September 2026 provincial report said Bai Tho Mountain had not officially reopened after almost nine years of closure following the November 2017 forest fire. It also discussed plans and the mountain’s tourism potential, but a plan to restore access is not an opening announcement.
Quang Ninh’s official newspaper reported in March 2026 that the main entrance was locked and warning barriers were in place. The same official newspaper later reported a fatal fall involving a person who had climbed despite the prohibition. That incident is a direct reason not to treat the closure as a minor formality.
Until an authority announces a reopening, there is no responsible current summit itinerary for which we can publish an admission price, climbing time, operating hours or latest safe start. Historical figures may describe the former trail, but they cannot prove the condition of steps, railings, rock, vegetation or emergency access today.
Why do travel pages still describe the climb?
Bai Tho Mountain rises above central Hong Gai and its former summit view is widely photographed. Old travel articles continue to rank, and social-media posts may omit how the person entered. A new upload date does not mean a new official access decision.
Separate four different claims:
- “I can see the mountain” means the landmark is visible from the city.
- “I went to the entrance” does not mean the route was open.
- “Someone let me through” does not prove that person had authority.
- “The province plans to reopen it” does not supply an opening date or visitor rules.
For a cruise passenger, the operational test is simple: can the responsible local authority identify an officially open entrance and current visitor process for the exact date? If not, remove the climb from the plan.
Do not look for a hidden or private entrance
A blocked main route does not turn an unmarked route into an alternative attraction. Informal access may expose visitors to falls, loose rock, damaged infrastructure, vegetation, fire risk and delayed rescue. It can also place a guide, driver or resident in an improper position.
Do not send identity documents or a deposit to someone offering to “arrange” entry without naming the authority and published rule. Do not ask a driver to wait while you test a gate. Limited port time can disappear before the passenger even starts a safe, permitted activity.
If you reach the area and find the entrance closed, stay outside barriers. Photograph the mountain from a lawful public place, use the agreed alternative and keep the original return time.
Is visiting the foot of Bai Tho Mountain different?
Yes. A cultural or city visit around the base is different from a summit climb. Bai Tho Mountain has historical importance, and religious and cultural sites stand in the surrounding Hong Gai area. A proposal should name the exact site rather than saying only “Bai Tho.”
Ask whether the stop means a view of the mountain, a visit to a temple, an exterior heritage explanation or a summit attempt. Confirm the permitted entrance, dress expectations, opening status, vehicle drop-off and amount of walking. A cultural programme announced for the area does not mean performances operate daily, and a temple visit does not provide the former summit panorama.
For a wheelchair user or someone who struggles with steps, request the full route from vehicle to the intended area. “At the foot of the mountain” does not automatically mean level, step-free or accessible.
Which legal alternative matches the view you wanted?
Elevated view without a mountain trail
Consider the Queen Cable Car and Sun Hill within Sun World Ha Long from the cruise port. Confirm operation for your date because maintenance, weather and event schedules can change. Allow time for tickets, queues, movement through the station and the return vehicle. Guests with a fear of heights should choose a different option.
Island-and-bay panorama with a substantial stair climb
Ti Top Island’s viewpoint can provide a high view if the confirmed bay cruise includes that stop. It requires a boat excursion and more than 400 stone steps, according to the bay management authority. It is not a roadside substitute and does not fit every mobility level or short call.
Water-level scenery with flexible walking
Choose a manageable section of the Bai Chay waterfront when the priority is fresh air, photography and control over the turnaround. It does not reproduce a summit view, but the party can set the distance around heat, rain, fatigue and remaining ship time.
Local history without pursuing the summit
For local history, consider Tran Quoc Nghien Temple (Den Duc Ong) at the foot of Bai Tho. It honours Tran Hung Dao’s eldest son and faces the bay. The Hong Gai cultural route guide distinguishes a temple visit from an arranged workshop or a programme linking several venues. Confirm opening for your visit date, the permitted entrance, drop-off and walking route. Visiting the temple does not include the mountain climb or its summit panorama.
How should you choose between the alternatives?
| Your priority | Better-fit option | Main constraint |
|---|---|---|
| High city-and-water view | Queen Cable Car and Sun Hill | Operating status, heights, queues and return |
| High view among bay islands | Ti Top on a confirmed boat route | Boat duration and major stair effort |
| Gentle outdoor time | Bai Chay waterfront section | Weather, crossing and chosen distance |
| Heritage and local context | Named Hong Gai cultural stop | Exact access, dress and walking route |
Do not combine every substitute to compensate for missing the summit. One worthwhile, operating experience is better than a chain of rushed stops.
What if Bai Tho officially reopens before your call?
Reassess from the beginning. A reopening notice should identify the effective date and responsible authority. Then confirm the official entrance, visitor hours, admission, reservation or guide requirement, trail direction, closures in bad weather and any daily capacity.
Ask for the current route rather than relying on a pre-2017 track description. Determine the total climb and descent time, step condition, exposed sections, shade, rest points, toilet access and the last admission that fits the ship. A newly restored route may operate differently from the old one.
Confirm on the morning of the visit because rain, wind, fire risk or maintenance may close a mountain route even after general reopening. Keep a named lower-level alternative that uses the same transport without risking the return aboard.
Would a reopened climb suit your party?
A steep stair climb demands more than the ability to walk on level ground. Passengers need enough strength and balance for the descent, when fatigue can increase. Heat and humidity can make the effort harder, while wet steps can reduce grip.
Guests with heart, breathing, balance or joint concerns should seek appropriate medical advice and disclose practical limits to the excursion provider. Carry necessary medicine on the person. Do not start because companions promise to pull or carry someone through a difficult section.
Children would need close adult supervision and the ability to follow the complete route. A baby carrier changes the adult’s balance and heat load. Even after reopening, the current operator or authority must confirm whether a route is suitable and what restrictions apply.
Closed status makes these suitability questions secondary today: no passenger should attempt the route. They become relevant only after official reopening is verified.
Fit the replacement to the port call
Your ship’s scheduled arrival is not the time you can necessarily begin sightseeing. Clearance, gangway flow, tender operations where applicable and reaching the public meeting point can reduce usable time. The replacement needs its own complete route from ship release to return.
For a cable car, include tickets, queues and station movement. For Ti Top, include the drive to the day-boat pier, boarding, the full cruise route and ocean-ship reboarding. For a waterfront walk, agree the turnaround and vehicle pickup. For Hong Gai, name the exact stop and crossing route rather than using a broad city label.
If the ship arrives late, keep the protected return and shorten the activity. The guide to what to do when a cruise ship arrives late in Halong explains when to switch to a closer plan.
Bai Tho decision checklist
