Halong Shore Excursion

Can You Bring a Drone on a Halong Shore Excursion?

You may be able to carry a drone on your cruise, but that does not mean you may take it ashore and fly it during a Halong port call. A workable plan must pass four separate checks: your cruise line’s carriage rules, Vietnam entry requirements, the rules for the aircraft and pilot, and permission for the exact place and time of flight.

For most cruise passengers, the safest decision is to treat aerial filming as optional. Arrange every required approval before travel and keep a complete photography plan that works without launching the drone. Halong Shore Excursion does not recommend using a short port day to solve permits or search for a legal launch point.

Quick decision: should you pack the drone?

Your situation Practical decision
Your cruise line does not allow the model or batteries Leave it at home. Permission on land cannot override the ship’s carriage policy.
You have not confirmed Vietnam entry, registration or foreign-pilot requirements Do not plan to fly. Resolve these questions before the cruise.
You only know that the drone weighs under 250 g Do not assume that makes the flight legal. Weight affects only part of the framework.
You do not have a confirmed launch location, date, operating area and local permission Use a camera or phone instead. A general answer about Vietnam is not enough.
All requirements are documented and the flight fits comfortably inside the port call Keep a weather and timing fallback, and stop early enough to protect the ship return.

Separate the four permissions

1. Permission to carry it on your ship

Cruise lines do not share one drone policy. The published rules checked in October 2026 give different packing decisions:

Cruise line What its rule means for your drone
Princess Cruises Drones and other remote-controlled aerial devices or toys are prohibited. Do not plan to leave one with ship security for collection in Halong. The stated exception concerns company-sponsored events approved in advance by Fleet Security.
Norwegian Cruise Line Its prohibited-items list includes remotely controlled or autonomously flying devices, toys and drones. Leave the drone out of your cruise luggage.
Royal Caribbean Carriage is allowed with safe storage in the stateroom. Use is limited to land outside port areas; flying from the ship is prohibited. Local permissions still apply.

A light or toy model does not automatically escape a cruise-line ban. Recheck the rules for your actual sailing, including batteries and permission to take the equipment ashore in Vietnam. Permission to carry it aboard is not permission to import or fly it in Halong.

If you fly to the embarkation city, check the airline’s current battery and baggage rules separately. Give the exact battery capacity and drone model when asking. The airline, cruise line and Vietnamese authorities answer different questions; approval from one does not bind the others.

2. Permission to bring the equipment into Vietnam

Vietnam’s current drone framework addresses import and temporary import as well as flight. A cruise passenger should confirm which entry formalities apply to the specific aircraft and port of entry before travelling. Do not rely on the fact that the drone is for personal use, remains in its case or will leave on the same ship.

Ask for a written answer that identifies the model, serial number and intended use. Also ask how any required customs or authority process is handled for a cruise arrival. If the answer remains uncertain, keeping the drone aboard does not by itself resolve whether it was lawfully brought into the country; the practical choice is to leave it at home.

3. Registration and the person operating it

Vietnam’s operating conditions require a valid registration or temporary registration certificate for the aircraft. Pilot-licensing requirements depend on maximum take-off mass and the type of operation. A person directly operating an aircraft with a maximum take-off mass from 0.25 kg upward requires the applicable licence; additional requirements apply to heavier aircraft and operations beyond direct visual observation or by a pre-programmed route.

A foreign visitor who directly operates a drone in Vietnam must also have a Vietnamese agency, organisation or individual acting as guarantor. Booking a guide or driver does not automatically appoint that person, Halong Shore Excursion or a local tour company as the legal guarantor. This must be expressly arranged and confirmed.

4. Permission for the flight and the exact launch site

A flight must be checked against the current prohibited and restricted areas for its exact coordinates, altitude, date and time. The owner or operator of the land, terminal, boat or attraction may also control whether a launch is allowed there. An unlock in a manufacturer’s app, an attractive open space or another visitor flying nearby is not official permission.

Do not plan an improvised launch from the cruise ship, port terminal, pier, moving sightseeing boat or island landing. Maritime movement, crowded boarding areas, port infrastructure and changing routes make a casual launch an especially poor port-call decision. Obtain the required authority and site or vessel approval in advance.

What the under-250 g rule actually means

Vietnam’s Decree 288/2025/ND-CP provides a flight-permit exemption for a recreational aircraft with a maximum take-off mass below 0.25 kg when it operates outside both prohibited and restricted areas. The People’s Air Defence Law also limits this recreational exemption to flights within direct visual line of sight: a view on the controller’s camera screen alone is not enough. Exactly 0.25 kg is not below the threshold. Use the aircraft’s maximum take-off mass, rather than guessing from the weight of the body alone.

This narrow exemption is not a blanket approval to fly anywhere. It does not remove the need to check the airspace, comply with any applicable notification, satisfy registration and operator conditions, meet the foreign-pilot guarantor requirement, or obtain permission from the place or vessel controlling the launch. If any one of those points is unresolved, do not launch.

How early must a flight permit be arranged?

Where a flight permit is required, the decree normally requires the operator to submit the application at least seven days before the proposed flight. Certain operations that affect published aviation routes, flight procedures or airports require a longer lead time of at least 12 days. A filing deadline is not a promise that permission will be granted.

The application identifies the responsible operator and pilot, the aircraft and registration, the purpose, the proposed date and time, the altitude, and a defined operating area using coordinates. This is why a request such as “somewhere over Halong if the weather is good” is not an actionable flight plan.

Allow time for incomplete documents, a rejected location or a change in the ship’s schedule. A late ship arrival, different berth, changed sightseeing route or weather delay can make an approved plan unusable. Never move to a different launch point or time merely because the original window no longer fits; recheck what the approval actually covers.

Build the drone plan around the port call

Start with the ship’s arrival, your expected time off the vessel, and the published all-aboard time. Arrival time is not the same as the time you can start an excursion. Clearance, gangway queues, tendering where applicable, the walk to the meeting point and the transfer to the proposed location all consume the usable day.

Work backward from a protected return target rather than forward from the scheduled arrival. Read what all aboard means for a Halong port call and agree on the time at which the drone must be recovered, powered down and packed. Do not use the ship’s final deadline as the target for leaving the launch site.

A private excursion can use flexible pickup and return times by agreement. That flexibility cannot extend the ship’s deadline, change the conditions of a flight approval or make a sightseeing boat wait. Tell Halong Shore Excursion your ship name and arrival date so the route can be discussed against the real port-call window. Drone permissions remain a separate responsibility unless a specific written arrangement says otherwise.

Legal permission does not make a flight sensible. Wind can differ between a sheltered pier and open water or the top of a limestone island. Mist, rain, spray and low cloud can reduce visibility, affect the aircraft and make useful footage unlikely. A weak satellite position, magnetic warning, crowded landing area or insufficient battery reserve is a reason to stop.

Set conservative limits before the day and follow the manufacturer’s operating instructions. Keep the aircraft within the operation and visibility limits that apply to it. Do not chase a shot behind an island, over a crowd, close to another vessel or beyond the approved area. Salt spray and a wet landing surface also make launch and recovery harder.

Never let a lost signal, forced landing or aircraft in the water delay the whole party. Do not enter a restricted area, climb an unsafe surface, separate from the guide or ask a boat to change course to recover it. Protect people and the ship return first.

Plan for children, seniors and mixed groups

A drone stop can leave other passengers waiting in heat, wind or rain. Before including it, confirm where everyone can sit or shelter, whether toilets are nearby, how long setup and packing will take, and whether the group can remain together. A child should not handle or approach the aircraft during launch or recovery.

If a senior traveller or guest with limited mobility would need an extra climb solely for the filming location, choose a lower viewpoint or ordinary photography stop. The excursion should still suit the least mobile member of the party. A drone shot is never a reason to rush a difficult descent or remove the protected return buffer.

Keep a complete no-drone photography plan

Choose the photographs that matter most before the excursion: limestone scenery from the sightseeing boat, a group photograph at an agreed stop, close details of the landscape, and a panorama from a viewpoint already included in the route. A phone or compact camera is faster to use, easier to protect from rain and less likely to disrupt boarding.

If your itinerary includes the island, compare a beach-level visit with the stair climb in the Ti Top Island guide for cruise passengers. The summit can offer a higher viewpoint, but the ascent, descent, crowd level and weather must fit the day. Do not add the climb merely to replace an unavailable drone flight.

Carry weather protection and secure your equipment during boat transfers. The Halong shore-day packing checklist covers the essentials that compete for limited bag space. Keep a charged phone available for meeting-point and return communication rather than exhausting it as the drone controller.

Final go or no-go check

  • The cruise line has confirmed carriage, storage and shore-removal rules for the actual sailing.
  • Vietnam entry and any import or temporary-import requirements are resolved for the exact aircraft.
  • The registration, pilot qualification and foreign-pilot guarantor position is documented.
  • The flight-permit or exemption position has been checked for the exact maximum take-off mass and location.
  • Current prohibited and restricted areas have been checked through the competent Vietnamese authority.
  • The land, attraction, terminal or vessel operator has authorised the planned launch and landing where required.
  • The approved date, time, coordinates, altitude and operating limits still match the actual day.
  • Weather, visibility, crowding, battery reserve and recovery conditions remain safe.
  • The flight ends well before the protected departure time from the area.
  • The excursion remains worthwhile if the drone stays packed.

If any essential answer is missing, the practical decision is no flight. Halong Shore Excursion can use your ship and arrival date to discuss an excursion that fits the port call, while your phone or camera preserves the day even when aerial filming is unavailable.
