VAT Refunds on a Halong Port Call: Check Before You Shop

Do not plan a Halong purchase around a VAT refund until your cruise line confirms that the scheme operates at the port where you will actually leave Vietnam. An international cruise terminal, a foreign passport and a tax invoice do not by themselves make the refund available.

In Halong port

Halong Shore Excursion recommends judging every item by its full purchase price. Treat a possible refund as a later benefit only after the shop, goods, paperwork, exit port and available time have all been checked.

Why is a cruise itinerary more complicated?

A passenger may call at Halong and then visit another Vietnamese port before the ship leaves the country. In that case, the relevant exit may be the later port. Even when Halong is the final Vietnamese call, the refund procedure still needs an approved port arrangement, Customs inspection and a participating refund bank.

Vietnam’s 2026 rules provide a process for selecting, pausing and ending VAT-refund service at international airports and seaports. The word “international” in a port’s name is therefore not confirmation that a working counter and bank service will be available for your sailing.

Before shopping, give the cruise line your ship name, Halong date and onward itinerary. Ask for a specific answer to these questions:

  • At which Vietnamese port will the ship complete departure formalities?
  • Does that terminal currently process tourist VAT refunds for cruise passengers?
  • Where are the Customs-inspection and refund-bank steps completed?
  • Which ship boarding document must be shown?
  • How will passengers access their passport if the ship is holding it?
  • What time must the passenger return to complete the process before all aboard?

Check that the shop and goods qualify

The current government framework requires eligible goods to be bought from a business registered for tourist VAT-refund sales. The goods must remain unused and in their original packaging, with the required VAT invoice combined with the refund declaration issued within 60 days before departure.

The minimum is VND 2 million at one shop on one day. Qualifying invoices from that same shop and day may be combined. Purchases from different shops do not reach the threshold together.

Before paying, ask the shop to confirm that it is a participating VAT-refund seller and can issue the correct invoice-refund document. Check your name, passport or travel-document details, item description, price and VAT while correction is still possible. A card slip or ordinary sales receipt is not a substitute for the required document.

The Halong souvenir guide helps assess product material, packaging and ship restrictions before tax becomes the deciding factor.

How much is actually refunded?

The refund is 85% of the VAT amount on eligible goods, not 85% of the purchase price. The remaining 15% of the VAT amount is the service fee for the refund bank under the current framework.

For example, if the VAT shown on an eligible invoice were VND 200,000, the refund calculation would begin from that tax amount; 85% would be VND 170,000. This example explains the calculation only and does not establish that the purchase, shop or exit port qualifies.

Do not buy extra goods merely to cross the threshold. Compare the full price with what the item is worth to you, including the time and uncertainty of the refund process. Use the Halong cash-or-card guide to keep a separate transport reserve.

Keep the goods and documents ready for inspection

Customs needs to inspect the goods and paperwork. Keep the purchase unused, packed and accessible. Do not check it into inaccessible luggage, leave it in the ship’s cabin or distribute pieces among several travellers before the inspection.

Keep together:

  • the passport or accepted international travel document;
  • the VAT invoice-refund declaration;
  • the goods in the required condition;
  • the boarding document requested for the vessel;
  • any ship instruction showing where and when passengers complete the process.

A photograph of a passport or invoice should not be assumed to replace the original required document. If the ship retains passports, resolve access with the cruise line before the shopping stop.

The 30-minute rule is not a safe return target

Current procedure requires the invoice-refund declaration and goods to be presented to Customs no later than 30 minutes before the aircraft or vessel departs. That is a legal latest point for presentation, not advice to return to your ship 30 minutes before sailing.

Your ship’s all-aboard time may be much earlier, and the passenger still needs time for Customs inspection, the bank step, security and boarding. Follow the Halong all-aboard guide and preserve the port return buffer.

Set a stop-shopping time that includes checkout, paperwork, transport to the correct terminal and the entire refund sequence. If a queue, missing document, system problem or closed counter threatens the return margin, abandon the discretionary refund and get aboard.

When should you ignore the refund?

Pay on the assumption of no refund when the cruise line cannot confirm the exit-port service, the shop is not registered, the document is incomplete, goods will be used before departure, the passport is unavailable, the amount is below the threshold or the procedure conflicts with all aboard.

Halong Shore Excursion can apply Ship + Arrival Date → excursion-fit logic to the shopping location, onward Vietnamese ports, expected return route and safe buffer. Customs, the participating shop and the refund bank determine eligibility and payment.
